We operate in the upstream phase to frame the project, or vis-à-vis a general contractor or total contractor delivering in Design-Build, or across the full project cycle. Our role is to be the technical and strategic interface of the owner, with arbitration and validation authority, without affiliation to the companies that deliver, without commercial interest in the solutions proposed.

The role.

Owner's Engineer (OE) is the canonical Anglo-Saxon register, used on international mega-projects and across the Middle East. In all registers, we are the independent technical third party of the owner on the envelope package, the one who reads, arbitrates, validates and defends.

§ 02A perimeter that varies with project configuration

The exact scope of the mandate varies with the project configuration. On a project in the upstream phase, we operate to frame the intent, define the technical programme, structure the package allocation. On a project where the owner has entrusted the full delivery to a total contractor or general contractor in Design-Build, we operate as Owner's Engineer vis-à-vis that contractor: contract framing and negotiation, deliverable validation at each gate, hold points, arbitration on technical disputes, handover and punch-list release on behalf of the owner.

§ AWhy five configurations and not a single perimeter

An envelope owner engineer mission has no single perimeter because the owner's needs vary depending on where they are in the project. An owner in programming phase needs feasibility and budget framing; an owner with a DD already in hand needs technical review; an owner preparing the tender needs bid audit; an owner in execution needs site piloting. The five configurations are the five possible entry moments, and the mission can begin at any of them and extend downstream. A complete OE mission that starts in upstream phase and finishes at punch-list release typically lasts 24 to 60 months depending on project size.

§ BArticulation with the general design team

The Owner's Engineer never substitutes for the design team. The general design team (mandating architect plus multi-discipline engineers) remains the carrier of design and of cross-cutting technical coordination. The OE on the envelope package is a vertical complement, who can flag technical risks the design team has not seen, arbitrate material choices the design team usually arbitrates alone with the GC/TC, and defend the owner's patrimonial interest against compromises that would sacrifice the useful service life of the envelope to the benefit of construction schedule or budget. This articulation between design team and OE must be framed explicitly at kick-off to avoid interface conflicts that erode design fluidity.

§ CThe Design-Build case by a total contractor

The Design-Build (D&B) case where the institutional owner's engineer facade operates vis-à-vis a total contractor that carries design and construction is emblematic. The TC sells an integrated solution to the owner, and the owner wants a technical third party to verify that the delivered solution matches the promised solution. The OE instructs the TC's commitment letter, audits the technical deliverables at each contractual gate, validates hold points before progression, and defends the owner's interests in case of dispute with the TC. This posture is more demanding than an OE in a separated design-team setup because the TC carries a global responsibility that makes defending the owner's interests more contradictory.

§ DTypical mobilisation calendar

On a typical project of 30 to 100 M€ envelope value, a complete facade owner representative mission mobilises around 80 to 200 senior consultant days cumulatively over 24 to 48 months (depending on technical complexity and project duration). Mobilisation is not linear, it is denser in upstream phase (framing), in tender phase (bid audit), and in handover phase (punch-list release), and lighter in routine execution phase (sample-based monitoring). The OE contract documents the planned mobilisation gates and the associated billing mode.

§ EOE pricing and fee structure

The pricing of an OE mission articulates around three possible modes. Fixed fee on framed perimeter suits when the gates and deliverables are perfectly defined at kick-off (typically pre-acquisition audit, technical framing mission, patrimonial due diligence). Time-and-materials with a cap suits long missions where the perimeter adjusts with discoveries (design oversight on an exploratory project, accompanying a signature architect). Mixed remuneration of fixed fee plus success fee on saved value suits recovery missions where the OE intervenes on a project that is drifting (contractual renegotiation, claim management, litigation exit). Our preferred approach is the fixed fee on framed perimeter: fee predictability protects the trusted third-party posture against any commercial drift.

§ FArticulation with environmental certifications

On projects where the owner targets an environmental certification (LEED, BREEAM, WELL, DGNB, Minergie label for Switzerland, HQE certification for France), the Owner's Engineer interfaces with the mandated certification body. Our role is not to produce the certification calculations (which remain the responsibility of the certified specialist) but to guarantee that the technical choices carried by the design team and the GC/TC are compatible with the targeted certification trajectory, and that technical arbitrations during the project do not weaken the final score. This interface has become critical on institutional projects and on ESG investor projects of the last several years.

Developers and investors, real estate funds, family offices, commercial real estate funds. Public and para-public owners, local authorities, state-owned entities, social housing bodies, hospitals, universities. Large corporates for their headquarters, campuses, strategic buildings. The common denominator: a patrimonial and brand responsibility that engages over the long term.

Pension funds, insurance companies, real estate collective investment schemes. The Owner's Engineer mission then takes a technical due-diligence colouring, pre-acquisition, during a Design-Build construction, or at handover to close the project phase with the contractual guarantees required for asset valuation.

We bring a combined technical and economic expertise specialised on the envelope. A generalist representative applies templates and arbitrates by comparison, the fine-grained industrial knowledge of the envelope (real tolerances, industrial margins, common failure modes) is typically missing, and this shows at the moment of difficult arbitrations.

We bring arbitration independence. The architect defends design intent, that is their function. They do not have the neutral posture to arbitrate when that intent threatens the budget or the schedule. The Owner's Engineer is that independent third party.

TWO NON-NEGOTIABLE RULES

No success fee. No commission on the works cost.

A conditional commission would create a conflict of interest with the trusted third-party posture, it would incentivise favouring certain technical solutions to reach a contractual performance threshold, at the expense of the neutral arbitration the owner expects. Our fees are never calculated as a percentage of the awarded works cost, such a model would structurally incentivise increasing that cost. They are fixed or time-and-materials, on the basis of time and value delivered. Our fees are never paid or passed through by a successful bidder.

Articulation with other modes.

An Owner's Engineer mission articulates, by exclusion or complementarity, with the other engagement modes. The exclusions are structural: an entrepreneurial posture and a neutral third-party posture do not overlap.

§ 09Exclusions on a single project

Lead Envelope Consultant, alternative where we carry the specialist design team role directly rather than the Owner's Engineer role. The two modes are exclusive on a single project, we cannot simultaneously be Owner's Engineer for the owner and Lead Envelope Consultant for the design team. Design-Build consortium, if we are part of a consortium responding to a Design-Build tender, we cannot be Owner's Engineer for the owner on the same project, direct conflict of interest.

§ 10Complementarities

Systemic diagnostic, a shorter mission that can precede an Owner's Engineer mandate, pre-acquisition or pre-investment format. Project economics, industrial shadow pricing and patrimonial business case are integral parts of an upstream Owner's Engineer mandate. Site direction, on some extended mandates, the Owner's Engineer perimeter extends into site supervision of the envelope package.

Owner's Engineer missions for institutional owners, UHNWI and family offices are conducted under strict confidentiality rules.

SYSTEMATIC NDA

Absolute confidentiality on sensitive missions.

Systematic NDA before the first detailed technical conversation. Dossier isolation within the atelier, an Owner's Engineer mandate for an owner on a given project precludes any parallel intervention for an actor in conflict of interest (competing total contractor, shortlisted supplier, competing investor). No public reference of the mandate or of the owner without explicit written consent.

§ 01Why the OE facade posture is rare

The owner's engineer facade mandate requires a rare combination: technical mastery of the envelope package (curtain wall, structural glazing, double-skin facades, BIPV, anti-blast, anti-intrusion), contractual mastery of FIDIC/SIA/CCAG frames, capacity to arbitrate under contradictory pressure between owner, design team, GC/TC and suppliers. The majority of envelope owner engineer firms cover one of these three axes; few cover the three simultaneously. Our practice is built around this triple mastery, and it is the condition for credibly defending the principal's interests against all parties.

§ 02The Owner's Engineer on international projects

The OE facade posture on international projects follows the same grammar as a French OE but with contractual specificities. On FIDIC Yellow or Silver Book contracts, the Owner's Engineer is explicitly named as the technical third party of the Employer facing the EPC contractor. The mission is framed in the Particular Conditions, prerogatives are enforceable against the EPC, and the OE's opinion is arbitrable before the Dispute Adjudication Board in case of dispute. This stricter contractual formalisation allows a more demanding posture than a French AMO, where the mission can remain less formally framed if the owner-GC/TC contract does not explicitly anticipate the role.

§ 03Anti-conflict discipline during the mission

Holding an Owner's Engineer mission over 24 to 48 months requires constant anti-conflict discipline. Any evolution in the project ecosystem (new GC partner, change of system supplier, arrival of an installation subcontractor) triggers an internal conflict review with the client. Any incoming solicitation from a project actor (facade contractor seeking to mandate us in parallel, manufacturer proposing a partnership) is documented and declined. This passive discipline, which essentially consists of refusing commercial opportunities for as long as the OE mission runs, is the cost of the posture. It is what makes the OE receivable as a trusted third party until the end of the mandate.
